azcompanying copy of a meterandum which has been received

from the Foreign Office on the subject of Steam

Navigation on the Upper Yang-tase.

I should be glad to receive your observations

on the second paragrah on page 6 of this memorandum,

with regard to the attempts of Chinese to incorporate

companies in the Colony for the Jurpose of running ships
